Hawthorne Boulevard, which is State Route 107, carries about 70,000 vehicle trips a day, according to the city, as the gateway to Del Amo Fashion Center. Crenshaw Boulevard, Sepulveda Boulevard, Western Avenue, Torrance Boulevard, Artesia Boulevard and Del Amo Boulevard are the other long surface routes, and Pacific Coast Highway, State Route 1, crosses the city too. Interstate 405 and Interstate 110 run through or beside town, and State Route 91 is close. Local news shows how bad a crash on these roads can get. In April 2025, ABC7 reported that a pedestrian was struck and killed in a multi-vehicle hit-and-run on Pacific Coast Highway near Ocean Avenue, and one person was arrested for DUI. Torrance Police Department, at 3300 Civic Center Dr., writes reports for crashes inside city limits. Request yours online through LexisNexis eCrash, and allow at least 15 days after the crash. A convenience fee applies. You can also mail or bring a request form, a copy of photo ID and an $18 check or money order to the Records Division, whose number is (310) 618-5529. Reports go to drivers, owners, injured parties and their representatives. If anyone was hurt or property damage topped $1,000, a driver must file an SR-1 with the DMV within 10 days. If a city vehicle, a city bus or a defect in a city road played a part, you need a written government claim within six months of the crash (Government Code section 911.2). The City of Torrance takes claims only by mail or in person at the City Clerk's Office, 3031 Torrance Boulevard. Email and fax do not count. The city says Caltrans, not the city, maintains Pacific Coast Highway, Western Avenue and Hawthorne Boulevard north of PCH, so a crash there may call for a claim to the state.
